I guess $4.6 billion wasn’t enough money to persuade the US Government to attach rules to the 700mhz spectrum auction that would make it more of an open platform. They did however take two of the four conditions to heart — which is still a pretty big step forward. I’m sure they have successfully stirred the pot.
